At the 2026 Center for American Progress IDEAS Conference, former U.S. Secretary of State Antony Blinken said the quiet part out loud. America, he admitted, “cannot compete with China one-on-one,” because that is “a game they might lose.” He listed the reasons himself: China’s market is “much bigger.” Its manufacturing output is three times that of the United States. Its purchasing power is greater. “More papers, more patents.” A bigger navy.

Sit with that for a moment. The chief diplomat of the world’s self-declared indispensable nation, conceding that the indispensable nation cannot win a fair fight. Sa Tagalog: Kailangan ni Pedro ng isang batallion para matalo ang nag-iisang Juan.

𝐏𝐞𝐚𝐜𝐞, 𝐔𝐧𝐝𝐞𝐫 𝐍𝐞𝐰 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭

Pax Silica is Washington’s flagship answer to its own inadequacy: a coalition, launched at a State Department summit in December 2025, to lock down the entire supply chain of the AI era — minerals, refining, chips, energy, compute. The name is instructive. “Pax,” as in Pax Romana, as in Pax Americana: peace under a dominant power. Having lost confidence in dominance by merit, Washington now seeks dominance by architecture.

Its own analysts describe the initiative frankly as a containment structure, one designed not to out-build China but to raise the cost of China’s rise.

A confident nation builds. An anxious elite contains.

And because America cannot do even this alone — Blinken said so himself — the allies must be conscripted. Japan, South Korea, Australia,, India: all invited to underwrite American primacy at precisely the moment America admits it can no longer afford the bill. They are told this is about shared security. Look closer, and it is about shared liability for someone else’s continued competence.

𝐖𝐡𝐨𝐬𝐞 𝐀𝐧𝐱𝐢𝐞𝐭𝐲 𝐈𝐬 𝐓𝐡𝐢𝐬, 𝐑𝐞𝐚𝐥𝐥𝐲?

Ask the obvious question: why is the U.S. elite so afraid of China?

Is it because American workers will lose their jobs? Please. That ship sailed decades ago — and it was not Beijing at the helm. It was Wall Street and the boardrooms of the Fortune 500 that gutted American manufacturing, chasing cheap labor with the enthusiastic blessing of both political parties (the Democrats and Republicans) in Washington.

Job creation is national policy, not foreign policy. A government that wanted its people employed would build factories, not blockades. It would write an industrial strategy, not a containment doctrine.

No — the anxiety belongs to a much smaller “we.” Look at what Pax Silica actually protects: not wages, not pensions, not the price of insulin or rent. It protects chokepoints — equipment, memory, capital, compute. It protects market position. It protects, in a word, rents: the tolls collected by those who control the strategic stack of the twenty-first century. The competition that keeps Washington awake at night is a contest between billionaires over who owns the future — and the U.S. government has been enlisted, openly and unapologetically, as the armed wing of one side’s shareholders.

𝐓𝐡𝐞 𝐂𝐨𝐧𝐟𝐞𝐬𝐬𝐢𝐨𝐧 𝐈𝐬 𝐭𝐡𝐞 𝐏𝐨𝐢𝐧𝐭

The honest response to China’s manufacturing prowess would be to match it: to invest, to educate, to build at home. That is what a nation confident in its people does. Instead, Washington has chosen the strategy of the incumbent monopolist — not to compete, but to change the rules; not to run faster, but to trip the runner ahead.

There is a bitter irony in the name. “Pax” means peace. But there is nothing peaceful about an architecture whose explicit purpose is to strangle a rival’s development, and nothing stable about a “peace” premised on the permanent supremacy of one nation’s corporations. Blinken’s confession should be remembered not as candor, but as an epitaph: the moment the American elite admitted that the game was no longer theirs to win — and decided the world must pay to keep them at the table anyway.
