There are two ways of looking at the South China Sea. One is as a βsemantic objectβ; the other is as a βphysical system.β Only one wil lead to a better long-term solution because it is its most stable nature.
As a semantic object, the South China Sea is interpreted according to ideas of the day, such as EEZ and territory. These are ideas that are not inherent to the the sea and its native inhabitants - no fish, no coral, no plankton, no water molecule, no wave of the sea cares about these categories. These are ideas are historically contingent, which means that they are mere products of human imagination, not of the laws of nature. The term βEEZβ only has meaning because a critical mass of states agreed to it in 1982; βterritoryβ only matters because we have constructed a global system of sovereign borders. They shift with the winds of diplomacy, the rise and fall of countries, and the reinterpretation of legal texts. To treat the South China Sea as a semantic object is to treat it as a debating chamberβa place where power is exercised through definitions, maps, and UNCLOS articles. But definitions can be rewritten. Maps can be redrawn. And when the semantic game reaches an impasse, the only remaining currency is force, which leads to tragedy.
The second wayβthe physical systemβoffers an escape from this trap. As a physical system, the South China Sea is a body of water governed by ocean currents, monsoon winds, migratory patterns, and geological subsidence. It is a single, interconnected ecosystem where the health of the mangroves in the Mekong Delta affects the nursery grounds for tuna thousands of miles away. They did not get there by arguing over the names of oceans, but by understanding the physical laws that govern them. When their sensors sweep across the South China Sea, they do not see overlapping dashed lines or exclusive economic zones. They see a thermal mass. They see a chlorophyll gradient. They see a carbon exchange interface between the atmosphere and the lithosphere. They see a crucial node in a planetary heat engine.
To them, our semantic squabbles would look like children fighting over the naming of a cloud while a storm gathers on the horizon. They would simply observe that the system is degrading, and that degradation threatens all who depend on it, regardless of which flag flies above the waves.
The lesson then is to adopt their perspective before it is too late. We do not need to abandon our legal frameworks entirely; we need to subordinate them to the physical reality. We must ask not βWho owns this water?β but βWhat does this water need to remain healthy?β We must measure our success not by how much of the sea we have secured, but by how much of the sea we, the countries that surround it, have preserved. βAs viewed by astronauts from the moon, the Earth lacks those lines of sociopolitical division that are so prominent on maps. And as recognized here below, the web of interlacing socioeconomic dependencies that now enfolds the planet is of one life. All that is required is a general change of vision to accord with these contemporary facts. And that this will occur is certain. It is, in fact, already occurring. Moreover, the vision required is nothing new, nor unnatural. What are unnatural, artificial, and contrived, are the separations.β
Campbell saw what the astronauts saw: a planet without borders, a single luminous orb suspended in the void, where the lines we kill and die for are utterly invisible. He understood that the contemporary facts of our ageβglobal trade, climate change, ecological interdependenceβhave already rendered our ancient tribal divisions obsolete. The web of life does not recognize the Exclusive Economic Zone. The monsoon does not consult the United Nations Convention on the Law of the Sea. The tuna does not know it is βillegallyβ crossing a maritime boundary. These are not radical statements; they are simply descriptions of physical reality.
And yet, we persist in the contrived. We persist in the separations. We draw lines across the water and call them sovereignty. We assign colors to maritime zones and call them law. We deploy navies to enforce these invisible geometries, as if a frigate could intimidate a wave into submission. Campbell would call this a failure of visionβa clinging to a map of the world that no longer corresponds to the world itself. The map is not the territory; the treaty is not the tide.
But Campbell also offered hope. He said that the change of vision is already occurring. And indeed it is. We see it in the grassroots networks of fishermen who share data across borders to track migrating stocks. We see it in the marine biologists from China, Vietnam, the Philippines, and Malaysia who collaborate on coral reef restoration, because bleaching does not discriminate by nationality. We see it in the early, tentative agreements on joint seismic monitoring and maritime search-and-rescueβpractical cooperations that sidestep the semantic deadlock and address the physical system directly. These are the seeds of the new vision, sprouting through the cracks of the old order.
What Campbell reminds us is that this vision is neither new nor unnatural. It is, in fact, the original vision. Before the maps, before the claims, before the empires, the peoples of the South China Sea lived not as owners of the water, but as participants in it. They read the currents, honored the seasons, and understood that the sea was a giver of life, not a commodity to be partitioned. The modern fixation on territory is the aberration; the recognition of interdependence is the return to sanity.
So, when we apply Campbellβs lens to the South China Sea, we are not proposing a naΓ―ve utopia. We are proposing a clear-eyed realism. The semantic objectsβthe EEZs, the baselines, the historic rightsβare inventions of the human mind, and inventions can be revised. The physical systemβthe water, the fish, the climateβis a fact of nature, and facts cannot be negotiated away. The long-term solution, therefore, does not lie in winning the semantic war more decisively than our rivals. It lies in outgrowing the war itself. It lies in recognizing that our survival is intertwined, that the health of the sea is a common heritage and a common responsibility, and that the only stable foundation for peace is the one that already exists beneath our feetβor, in this case, beneath our hulls.
Campbell wrote that the web of life is βof one life.β The South China Sea is not a collection of national waters; it is a single, breathing, circulatory organ of the planet. To treat it as anything less is not only politically unwiseβit is biologically and ecologically illiterate. And in the end, biology and ecology will have the last word. The sea will not adapt to our laws; we must adapt to its limits. That is the change of vision. That is the certainty Campbell spoke of. And that is the only path to a solution that will outlast the next treaty, the next administration, and the next generation of maps.
